A/I had scale. They managed lots of things, so they could have lots of people working together. This is critical to maintaining secure infrastructure. It simply takes a lot of people to do the work.
You have to be able to patch fast, which means you need someone on a pager able to take work on a weekend. This kind of thing destroys people unless you have at least 4-6 people just on patch duty.
That doesn't count other maintenance, security analysis, customer support, etc. This is a *huge* amount of work.
Tech scales up well, and down poorly. But insurgency becomes the easiest to stop when it's scaled and centralized.
An answer to this problem is "federation." Informal federations, or even formal federations that focus on shared infrastructure and separate management can solve the scaling problem without creating an easy legal target....
