Ukraine is not just about Ukraine. It is about Russian dominance in Europe. As the US's influence is about to wane, Russia wants to take its place.
If Europe wants to remain free, it needs to stand up to Russian influence and aggression. Otherwise we will all be run by Russian puppets.
I hope the talks taking place in Blenheim Palace today lays the foundations for a totally European replacement for NATO. The US can no longer be relied on.

Abstract: Twisted transition metal dichalcogenides are a new platform for realizing strongly correlated physics with high tunability. Recent transport experiments have reported the realization of a Mott insulator, its bandwidth-driven evolution to a metal, and the strange metal behavior in proximity to the transition via the tuning of a displacement field in twisted $\mathrm{WSe_2}$($\mathrm{tWSe_2}$) fixed at half filling. However, the nature of the correlated states and the related Mott physics involved in the whole process remain to be determined. Here, we unveil theoretically the evolution of the ground state of the half-filled $\boldsymbol{\mathrm{moir\acute{e}}}$ Hubbard model as applied to $\mathrm{tWSe_2}$, transiting from a pseudogap state with Fermi arcs to a 120$^\circ$ Ne$\boldsymbol{\acute{\mathrm{e}}}$l ordered Mott insulator, then to another pseudogap state with Fermi pockets, and eventually to a Fermi liquid via a Lifshitz transition. The pseudogap phases are definitively identified by the vanishing of quasiparticle weights over an extended region of the free Fermi surface, with the remaining parts forming disconnected Fermi arcs or pockets that contain well-defined quasiparticles. The loss of quasiparticle weights in the pseudogap phases indicates the breakdown of Landau's Fermi liquid theory. We demonstrate that the emergence of the Fermi arcs/pockets results from the electronic structure reconstruction driven by strong electron correlations, marked by the existence of Luttinger surface enclosed by the zeros of single-particle Green's function. This work reveals the fundamental aspects of the Mottness in $\boldsymbol{\mathrm{moir\acute{e}}}$ systems and will stimulate the advance of the direct probes of the Fermi surface and quasiparticles beyond transports, such as angle-resolved photoemission spectroscopy (ARPES) and scanning tunnelling microscopy (STM) experiments.

Abstract: Green's function theory has emerged as a powerful many-body approach not only in condensed matter physics but also in quantum chemistry in recent years. We have developed a new all-electron implementation of the BSE@GW formalism using numeric atom-centered orbital basis sets (Liu et al., J. Chem. Phys. 152, 044105 (2020)). We present our recent developments in implementing this formalism for extended systems with periodic boundary conditions. We discuss its numerical implementation and various convergence tests pertaining to numerical atom-centered orbitals, auxiliary basis sets for the resolution-of-identity formalism, and Brillouin zone sampling. Proof-of-principle examples are presented to compare with other formalisms, illustrating the new all-electron BSE@GW method for extended systems.

Abstract: The aim of this work is to further develop the calculus of (internal) relations for a regular Ord-category C. To capture the enriched features of a regular Ord-category and obtain a good calculus, the relations we work with are precisely the ideals in C. We then focus on an enriched version of the 1-dimensional algebraic 2-permutable (also called Mal'tsev) property and its well-known equivalent characterisations expressed through properties on ordinary relations. We introduce the notion of Ord-Mal'tsev category and show that these may be characterised through enriched versions of the above mentioned properties adapted to ideals. Any Ord-enrichment of a 1-dimensional Mal'tsev category is necessarily an Ord-Mal'tsev category. We also give some examples of categories which are not Mal'tsev categories, but are Ord-Mal'tsev categories.

Abstract: The extraordinary electric vehicle (EV) popularization in the recent years has facilitated research studies in alleviating EV energy charging demand. Previous studies primarily focused on the optimizations over charging stations (CS) profit and EV users cost savings through charge/discharge scheduling events. In this work, the random behaviors of EVs are considered, with EV users preferences over multi-CS characteristics modelled to imitate the potential CS selection disequilibrium. A price scheduling strategy under decentralized collaborative framework is proposed to achieve EV shunting in a multi-CS environment, while minimizing the charging cost through multi agent reinforcement learning. The proposed problem is formulated as a Markov Decision Process (MDP) with uncertain transition probability.

Abstract: The intelligent interaction model based on large models reduces the differences in user experience across various system platforms but faces challenges in multi-agent collaboration and resource sharing. To demonstrate a uniform user experience across different foundational software platforms and address resource coordination management challenges, this paper proposes a multi-agent operating system based on the open-source Kylin. The research method involves empowering agents with large models to serve applications. First, by introducing management role agents and vertical multi-agent collaboration to construct or replace typical application software. Second, by studying system-level shared resource scheduling strategies to enhance user experience and optimize resource utilization. And finally, by validating the efficiency and superiority of the large model multi-agent operating system through real applications and scoring intelligence. The feasibility of this system is demonstrated, providing a new perspective for the development of multi-agent operating systems. Experimental results show significant advantages of multi-agent collaboration in various application scenarios.

Abstract: Vehicular edge computing (VEC) is an emerging technology that enables vehicles to perform high-intensity tasks by executing tasks locally or offloading them to nearby edge devices. However, obstacles such as buildings may degrade the communications and incur communication interruptions, and thus the vehicle may not meet the requirement for task offloading. Reconfigurable intelligent surfaces (RIS) is introduced to support vehicle communication and provide an alternative communication path. The system performance can be improved by flexibly adjusting the phase-shift of the RIS. For RIS-assisted VEC system where tasks arrive randomly, we design a control scheme that considers offloading power, local power allocation and phase-shift optimization. To solve this non-convex problem, we propose a new deep reinforcement learning (DRL) framework that employs modified multi-agent deep deterministic policy gradient (MADDPG) approach to optimize the power allocation for vehicle users (VUs) and block coordinate descent (BCD) algorithm to optimize the phase-shift of the RIS. Simulation results show that our proposed scheme outperforms the centralized deep deterministic policy gradient (DDPG) scheme and random scheme.

Abstract: Neural network supported tree-search has shown strong results in a variety of perfect information multi-agent tasks. However, the performance of these methods on partial information games has generally been below competing approaches. Here we study the class of simultaneous-move games, which are a subclass of partial information games which are most similar to perfect information games: both agents know the game state with the exception of the opponent's move, which is revealed only after each agent makes its own move. Simultaneous move games include popular benchmarks such as Google Research Football and Starcraft.
In this study we answer the question: can we take tree search algorithms trained through self-play from perfect information settings and adapt them to simultaneous move games without significant loss of performance? We answer this question by deriving a practical method that attempts to approximate a coarse correlated equilibrium as a subroutine within a tree search. Our algorithm works on cooperative, competitive, and mixed tasks. Our results are better than the current best MARL algorithms on a wide range of accepted baseline environments.

I think we need to acknowledge more widely the fantasist-realist axis in politics. We need to be able to put policies, politicians and parties on this axis so that we can make conscious choices about supporting populist movements.
No-one is immune. We are all fantasists to some extent, but some people and ideas are in a danger zone.
Braverman is wrong. Deporting refugees to Rwanda would solve nothing. The Tories have wasted millions on a white elephant policy only to get headlines in the Daily Mail.
Back in 2010, just after Cameron became PM, my wife overheard two middle class women in Oxford discussing it. One of them said, "it's so nice to have a proper person in charge again," as though Blair and Brown had not been real people.
I think this indicates the malign influence of the British class system and how it informs people's political instincts.
This is quite a deviation from Monbiot's usual concerns. I agree with what he says. If Trump wins the presidential election, I expect Europe to be at war within five years.
I am a pacifist by inclination. But I also want to protect my children's freedom of belief, politics and sexuality. These would all be under threat under a Russian-installed British dictator.
I have absolutely no doubt that Farage would happily be that dictator.
