I will once again remind folks that a very sizable chunk of what looks like Congress not doing anything to push back against the president is in fact a consequence of the Court disabling/destroying all the ways Congress has tried to push back.

🔧 The implementation in laravel/horizon#1818 is tiny: sum log1p(size) across all queues, then divide each queue's log1p by that total instead of using the raw job count. No strategy interface, no custom allocator, no new service
🧮 Why log1p? It computes log(1 x), so an empty queue gets weight 0 instead of an undefined log(0). Natural log vs log10 does not matter — the base cancels out during normalization
