In 1985, Sol Wachtler, the chief justice of New York's Supreme Court, famously said, "Any good prosecutor can get a grand jury to indict a ham sandwich."
That's what makes it so funny that prosecutors failed to get a felony indictment for the guy who threw a sandwich at National Guard occupiers in Washington, DC.
