This article is utter nonsense. The planning system does not prevent building.
1) The NPPF has a presumption for sustainable development, where 'sustainable' is nothing of the sort.
2) Sure councils can refuse planning applications but a) if they are the sponsors, why would they, and b) if they do then the planning inspectorate / Secretary of State will overturn the decision.
