What’s the current thinking on licenses that lay the legal groundwork for action against people using OSS source code for LLM training without seeking permission or offering compensation?

It's a bit hard to find, but Dutch PBL Agency (@leefomgeving.bsky.social) estimates that the new coalition agreement has a positive effect on greenhouse gas emission reduction. Current policies would lead to -65% by 2040, and the new policies would bring that to -70 .. -75%.
However PBL doesn't tell us whether we'll catch up on the -55% goal for 2030 in the Climate Law; last year, it estimated that we're on a course for -50% (-45 .. 53%).
