Resonant inelastic x-ray scattering (RIXS) experiment was performed at the Mn $L_3$ edge. A 10 $\%$ Mn-doped Sr$_{3}$Ru$_{2}$O$_{7}$ compound, where the Mn$^{3+}$ ions are in the 3$d^4$ state, were probed for $dd$ excitations. The dilute doping concentration allows one to treat the dopant Mn$^{3+}$ ions as effectively free in the host ruthenium compound.
