I just used booking.com rather than looking around, which asks about approximate arrival times as one of the questions in the final step of booking.
All the time ranges were given used AM/PM notation, which amused me but fine I can do that. I understand it well enough.
In the end it seems it is because the UI has several English options and American is the default.
