'The victim of the strike was identified by Petro as Alejandro Carranza, a Colombian fisherman from the coastal town of Santa Marta. He was ... killed when US forces fired at his boat on 15 September.
“Carranza had no ties to the drug trade and his daily activity was fishing,” Petro wrote. “The Colombian boat was adrift and had its distress signal up due to an engine failure.”

Asking “…all the soldiers of the army of the US not to point their rifles at humanity," is _not_ having “…urged U.S. soldiers to…incite violence,” in fact seems to be the opposite of a call for violence (it is a call to be peaceful).
Petro is the current President of Columbia.
