We develop a Witt--Hadamard calculus for Euler products that unifies the classical Gauss congruences with their modern refinement, the Dold congruences. Within this framework we prove \emph{norm descent}: Dold congruences are functorial under finite extensions and preserved by prime--ideal norms $N_{K/\mathbb{Q}}$, yielding integer ghosts from algebraic ones. We present several applications of matrix-theoretic inequalities to the magnitude of metric spaces. We first resolve an open problem by showing that the magnitude of any finite metric space of negative type is less than or equal to its cardinality. We construct a class of skew-regular quaternary Hadamard matrices of order $1+p^2$ for every odd prime power $p$. These matrices possess a row sum of $1-pi$. Applications include the generation of Hadamard matrices of order $4(1+p^2)$ with an excess of $8p(1+p^2)$.
