A fundamental problem here is that by and large colleges and universities are fundamentally ill-suited to building user-facing software. I don’t mean that they lack the •technical• expertise in house (they might or might not); I mean these institutions have •structural• problems: too many stakeholders, no history of the kind of team culture that makes software usable, no structural support for creating the space where that kind of team can succeed.
