The "Cartel Marque and Reprisal Reauthorization Act"
authorizes felon-president Trump to commission American pirates,
under "letters of marque"
to seize property and persons on land or sea.
Representative Tim Bimbo Burchett (R-TN) introduced the House version of the legislation.
