Seems to me that the only likely purpose of the gov't's cuts to the public service is to soften them up for 'PPP's (Public Private Partnerships) with the eventual aim of making all public property privately owned (by the very few very wealthy people who funded all 3 parties' campaigns).
They are privatising commonly owned public resources, so 99% of us can be precarious sharecroppers in our own country.

Six homeless people die every day on the streets of Los Angeles. Without cops enforcing private property rights we could solve this problem practically tomorrow. These people are killed by police just as surely as the people they gun down. This is in addition to the millions whose lives are shortened and immiserated by being forced to sell their labor to survive. These people are also killed by police.
