That media regulations should be as light as possible, but only legislation can force media participation in co-regulatory systems. Without such forced involvement, we can't prevent malicious proprietors from perverting previously trusted brands. Through which trust in the entire media system is undermined, to the detriment of democracy et al.
That, in turn, means some kind of licensing regime for media outlets.
