In 2012 the US spy office NRO had 2 old obsolete spy satellites collecting dust that they decided to give away to NASA. US spies have more $$$ in spare parts than NASA has for space exploration.

The good news for Ukraine is Russia will never be able to defend all it's refineries and similar installations against drone attacks, there are too many over a very large area. Also the attacks are good from a PR perspective, limited chance for civilian casualties, repairs will take time, spare parts are scarce etc
