Why doesn’t logrotate work on Ubuntu?

(half-serious... I support 1 Ubuntu 20 LTS machine with a high-abuse web server and periodically need to run logrotate -F /etc/logrotate.d/apache2 by hand because it really doesn't work… I’m likely to figurer it out... )

I hate this slapdash app I wrote. It makes assumptions about directory layouts & volume writability that are really only true on one Ubuntu VM. Containerizing this is going to involve rewriting so much to disentangle the paths.
