Ага, теперь Роскомнадзор мне #AWS блокирует.
Причём картина интересная: ICMP и UDP совсем не проходят, а при передаче TCP Ростелеком "теряет" 75% пакетов.
На Ping-Admin тоже видно таймауты в некоторых локациях:

Is there… like… an engineering reason that sometimes #AWS DynamoDB takes a long time (minutes, not seconds) to create an index (GSI) on an actually-empty table?
