What the heck is going on here?

$ CLW_A=( "one" "two" "3 four" )
$ echo ${CLW_A[*]}

$ IFS=$'_' echo ${CLW_A[*]}
one two 3 four
```
It doesn't matter if I use `$'`, `''` or `""` to quote the IFS, the IFS does not seem to get used for concatenating the array elements. Bash version is 5.3.0.
