Am 14. Dezember 1954 übernahm Wilhelm Hoegner als SPD-Politiker die Führung einer Koalition aus SPD, Bayernpartei (BP), FDP und Gesamtdeutschem Block/Block der Heimatvertriebenen und Entrechteten (GB/BHE) in Bayern. Diese sogenannte Viererkoalition bildete bis Oktober 1957 die Staatsregierung und markierte die einzige nicht-CSU-dominierte Führung nach 1949.
