Quad9 is retracting from France by 2026-11-24 to avoid having to censor DNS.
(They will continue to fight in court in the meantime.)
"Quad9 is a Swiss public-benefit, nonprofit foundation established for the explicit purpose of protecting the cybersecurity of internet users" and operates a public DNS resolver at 9.9.9.9
