We introduce Markov Decision Processing Networks (MDPNs) as a multiclass queueing network model where service is a controlled, finite-state Markov process. The model exhibits a decision-dependent service process where actions taken influence future service availability. This article explores the problem of modifying the subspaces of a fusion frame in order to construct a Parseval fusion frame. In this respect, the notion of scalability is extended to the fusion frame setting.
