Sigh. Just apply the regular parking provisions (paid parking or permits). 'Low occupancy' of public charging (meaning a relatively low amount of kWh compared to the theoretical maximum of 24/7 charging at full speed) is not a bad thing; it's the starting point for using EVs to support the grid.
