Interesting. I thought there was a recommendation to distinguish links from plain text. Will need to check again.

A screenshot from a WAI-ARIA W3C Recommendation on accessibility. The text in table of contents looks like plain text, but is a link. A dotted-underlined text is not a link, but an abbreviation. I gimped a couple of red arrows and explanations ("this is a link", "this is not") on top.

I like how "TDM Reservation Protocol (TDMRep)" has two docs marked "Final Community Group Report" with a stamp of "finality" in both docs. Distinct URIs and date stamps too. 🙄
