West Virginia Sen. Chris Rose has introduced a proposal to incorporate 33 conservative counties from Virginia and Maryland into the Mountain State.
Dubbed the
"Appeal to Heaven Movement,"
the plan would alter state lines to include all counties bordering West Virginia, except Democratic leaning Loudoun County, Va.
