Perfect representation: 3 blue districts, 2 red districts (10 people per district). Blue wins.

Compact but unfair: 5 blue districts, each comprised of 4 red and 6 blue. Blue wins.

Neither compact nor fair: 2 blue districts with 1 red, 10 blue, and 3 red districts with 5 red, 4 blue.
