Elementor Pro's license checker stores a mutex in an option _elementor_pro_api_requests_lock so wp instances don't hammer the license check server. Wordpress managed to get the string "1OK" stored instead of an associative array. This vomited:
Uncaught TypeError: Cannot access offset of type string on string in /var/www/wp-content/plugins/elementor-pro/license/api.php:174
Hacked up the plugin to reset to an empty array:
if ( $requests_lock === "1OK" ) { $requests_lock = []; }
