Heck this is shiny; got an apparently full set of 6 of these with plates in our loft. The mark seems to be for the Czeck maker Haas & Czjzek, possibly pre world war 2. I can't find this exact pattern online.

A very blingy tea cup and saucer; the saucer is just shiny gold effect (with white underside); the cup inner is white with a thin gold line, the outer is again shiny gold, with an inset classical panel with 3 ladies in Red, yellow and blue
