'ConfigureWithoutCarrier=1' is the #systemd networking magic I needed in my bridge, and which none of the guides seem to list; if you create a bridge with no interface, (but with an IP) - e.g. for a container you will create later, the network start up blocks waiting for the bridge to have a 'carrier' (i.e. a plugged in network), which it doesn't have.

I kept forgetting to check into the #APRSThursday #hamradio net. So what did I do? Set a reminder? Nah, forgot to read those.
Instead, I did what no sane person would:
1. Created a #systemd

A terminal window showing a systemd timer unit file open in the nano text editor.  The source code is as follows:

Description=Check into the #APRSThursday ham radio net.

[Timer]
OnCalendar=Thu *-*-* 00:00:00 Etc/UTC
RandomizedDelaySec=23h
Persistent=true
Unit=aprs-thursday.service

[Install]
WantedBy=timers.target
