My rules of thumb:
• Interesting, you can make up on the fly, but memorable takes work.
• NPCs only need the stats that PCs interact with; often, they don't even need names. Save your effort for significant characters with a standout, unique ability or two, and a paragraph or two of history. Everyone else gets generic stat blocks—but only if the PCs fight them.
