"Swinney said Burnham's stated desire to devolve further powers around the UK was something he welcomed."
A major failing of the Scottish Government has been its failure to devolve more powers to local authorities. There could have been massive reform of local taxation if Holyrood hadn't refused to devolve that power.
Hopefully there will be more subsidiarity arising from Burnham's devolution agenda and engagement with the Scottish Government.
