This article is utter nonsense. The planning system does not prevent building.
1) The NPPF has a presumption for sustainable development, where 'sustainable' is nothing of the sort.
2) Sure councils can refuse planning applications but a) if they are the sponsors, why would they, and b) if they do then the planning inspectorate / Secretary of State will overturn the decision.

More generally, a complex polarization $P$ on $N$ is called an ac-polarization if the leaves of the Levi-Civita foliation are tangential to $P$. The bundle of (1,0) tangent vectors of an ac-structure is an ac-polarization.
The connection is called entire (resp. polarization complete or simply $\mathcal P$-complete) if the ac-structure (resp. the ac-polarization) exists on $TM$. Although on a small enough $N$ an ac-structure always exists, entire connections are rear and if a maximal domain of definition $N_{max}$ of an ac-structure exists (different from $TM$), $N_{max}$ is a complicated domain. On the other hand in many cases the associated ac-polarization can be extended to the whole $TM$. The main purpose of the paper is to gain better understanding of this phenomenon using a generalized version of the polar map.
As special cases we show that many of those metrics studied by Aslam-Burns-Irvine and Halverscheid-Iannuzzi although are not entire but are $\mathcal P$-complete.

Abstract: National planning counts population, human capital, and artificial-intelligence preparedness in separate ledgers. Demographic accounting has advanced from headcount to skills-adjusted stocks and still debates how much age structure retains once skills are modeled, yet no existing unit carries the conditions under which preparedness becomes productive capacity. This study introduces the Effective Cognitive Population (ECP), a decomposable unit that weights population by capability and by the conditions under which capability is deployed, anchored to the World Bank Human Capital Index Plus (HCI ) and the non-overlapping dimensions of the IMF AI Preparedness Index. The architecture is portable in principle; the case tested here is artificial intelligence, which has a published preparedness index. For 144 countries, HCI becomes a productivity level, AI opportunity uses digital infrastructure and innovation integration, conversion governance uses regulation and ethics, and the benchmark is ECP = N H(1 AC). Against 2024 total output on identical population bases, ECP raises criterion R-squared from 0.849 for the HCI -adjusted stock to 0.882 and lowers leave-one-country-out RMSE from 0.723 to 0.641, with the working-age comparison identical and bootstrap intervals excluding zero. Eighty-nine of 144 countries move at least ten rank positions from headcount, mostly through the human-capital adjustment itself. Results are stable across denominators, vintages, aggregation forms, and a 27-rule multiverse. The direct A by C interaction is not statistically supported, so the conjunction is a planning rule rather than causal complementarity. ECP is a diagnostic ledger whose scope excludes forecasts of population decline and estimates of AI's causal productivity effect.

Abstract: We study large mass monopoles with structure group $\mathrm{SU}(2)$ or $\mathrm{SO}(3)$ on asymptotically conical $\mathrm{G}_2$-manifolds and Calabi--Yau $3$-folds, with fixed asymptotic class. After placing the AC asymptotic theory, the variational compactness theory of Parise--Pigati--Stern, and Li's singular abelian compactness theory in a common $\Theta$-monopole framework, we prove that the mass-renormalized Yang--Mills--Higgs and intermediate energy measures converge to $8\pi\|T\|$ for a compactly supported calibrated integral codimension-three cycle $T$. This identifies the two limiting currents and shows that the variational calibration inequalities are saturated. Using this common limit as the starting point for a finer analysis, if $\mathcal S$ is the calibrated support, $\mathcal Z$ the Kuratowski upper limit of the Higgs zero sets, and $\mathcal C$ the limiting nonabelian locus, defined as the Kuratowski upper limit of Li's curvature concentration loci, then $\mathcal S\subset\mathcal Z\subset\mathcal C=\mathcal S\cup\mathcal O$, where $\mathcal O$ is precisely the obstruction to effective codimension-three monotonicity. For the cohomogeneity-one large mass families on the Bryant--Salamon $\mathrm{G}_2$-manifolds and the Stenzel Calabi--Yau $3$-fold, we prove that $\mathcal O=\varnothing$. On $X\setminus\mathcal C$ the sequence abelianizes; corrected longitudinal curvatures converge smoothly, and the remaining compactness alternatives are governed by $L^2$-harmonic $2$-forms.
