Harvard’s business model is raking in ungodly amounts of money selling that name to the offspring of the ultra-wealthy, however deserving or undeserving, and then investing it.
(Harvard does to its credit use a portion of that money to subsidize access for the highly deserving and underprivileged. I’ve seen the “tuition paid” graph for Harvard, and it’s very roughly ~20% pay nothing and ~40% pay full freight and their family has more money than everyone you’ve every known combined.)

My guess here at a distance is that it’s a terrible mistake to think of “Harvard” as a single anthropomorphic entity with a single mind. There are surely terrible internal battles raging at Harvard right now: between those who think it’s truly for education and those who think it’s truly for ROI, between those protecting the dollars and those protecting the brand reputation, between those cowering at the short-term financial risk of angering an authoritarian and those who see the long-term risks of capitulating.
What does “Harvard” think? Harvard is a bunch of different people. I wish them luck, and wisdom. Heaven knows they’ll need it.

This creates truly perverse incentives and a strange culture — and it’s not clear to me that has to cut any one particular way.
I’ve heard Harvard described as a massive investment company with a small education wing, and the desire to control risk in such a situation is overwhelming. Making a deal with Stupid Darth Vader looks ridiculous if you think Harvard’s purpose is the advancement of human thought — but if you’re an investment manager treading water through the rise of authoritarianism, well, yeah, maybe you go along to get along and kiss the authoritarian’s ass.
