Abstract: European countries are debating policies to mitigate the increased energy costs caused by renewed geopolitical tensions, while pursuing decarbonization and electrification. A notable example is Italy's 2026 Decreto Bollette package, which proposes to remove the carbon price equivalent from the bids of certain gas-driven power plants to wholesale electricity markets, among other provisions. We use this as a case study to assess the long-term implications of suppressing the carbon price signal in the electricity market for investment, emissions, and consumer costs. We employ a stylized Italian power system using MARLEY, a multi-agent reinforcement learning framework focused on long-term electricity market assessments. In this framework, we test this policy across configurations with varying levels of support for green investment, resource adequacy, and flexibility. Results show that partial suppression of the carbon price signal yields short-term cost reductions but only a minor long-term effect on total system costs, as the deferred emissions are ultimately repaid by consumers. CO$_2$ emissions rise across most configurations since suppressing the price signal erodes incentives for renewable and storage investment. Only the most ambitious configurations for supporting green investment avoid this outcome, but they do so by marginalizing the wholesale price signal itself, thereby requiring a commitment to a hybrid market paradigm that is in contradiction with the rationale of the proposed price intervention.

The resulting block-variation space is basis independent and isometry invariant. We establish its structural, atomic, and nonlinear approximation properties and clarify its relation to Sobolev, Besov, and coefficientwise spectral $\ell^1$ classes. We then construct a coordinate-free block-shrinkage estimator and prove a nonasymptotic signal-dependent $L^2$-oracle inequality that adapts to the unknown set of detectable eigenspaces. Under polynomial spectral growth, the risk theory separates the number of spectral blocks from their multiplicities and exhibits two regimes: one driven by a single high-dimensional eigenspace and the other by cumulative spectral complexity. Under matching spectral-growth and nondegeneracy assumptions, corresponding minimax lower bounds show that this multiplicity dependence is intrinsic, with sharp consequences for spheres and the rotation group $SO(3)$. Finally, we develop a positive, normalized, block-penalized exponential spectral sieve for log-densities and derive likelihood oracle inequalities together with expected Kullback--Leibler, Hellinger, and $L^2$ risk bounds. The resulting framework provides a geometry-respecting theory of sparse density estimation that remains invariant under changes of eigenbasis.

During reionisation, bubbles of ionised electrons form around overdensities, generating temperature perturbations in the CMB via the kSZ effect, which correlate with the projected matter density field probed by CMB lensing. We demonstrate using AMBER simulations that this effect can be probed via cross-correlating the squared kSZ field with the CMB lensing potential, and that the signal is sensitive to the duration and midpoint of reionisation. We forecast that for a Simons Observatory-like experiment with 5$\mu$K-arcmin white noise, covering 40% of the sky, the signal could be marginally detected at $S/N$ = 2 to 3. Meanwhile, a futuristic experiment like CMB-HD could provide a measurement of $S/N \sim 50$, yielding informative constraints on reionisation scenarios. We investigate potential challenges in measuring the signal and explore mitigation for each: contamination from extragalactic foregrounds at low redshift, contamination of the kSZ-squared estimator by lensing, and other estimator biases.

Here we combine transient infrared spectroscopy with nonequilibrium molecular dynamics simulations to establish a direct connection between experimental relaxation times and local structural motions. Studying single-domain allosteric proteins, we find that inter-residue contact distances provide the structural representation that most faithfully reproduces the experimental dynamics. Correlation analysis identifies localized networks of coordinated contacts that mediate communication between secondary-structure elements. The characteristic timescales of these contact networks quantitatively match the experimentally observed relaxation processes, enabling each kinetic step to be assigned to a specific molecular motion. Applied to allosteric signal propagation in PDZ3 and photoinduced ligand unbinding in PDZ2, this framework provides an atomistic picture of hierarchical protein relaxation and establishes a general framework for connecting transient infrared spectroscopy with the molecular mechanisms of protein dynamics.

Abstract: We study the multivariate convolution model with additive independent noise, multidimensional signal and noise, aiming to recover the signal's cumulative distribution function from contaminated observations. The noise is ordinary smooth with anisotropic regularity, and the signal belongs to an anisotropic Nikol'skii density class. We extend to the multivariate setting an approximate minimum \(L^1\)-distance estimator based on integrated kernel density estimation, and establish matching upper and lower bounds for the \(L^1\)-risk over anisotropic Nikol'skii classes. To our knowledge, this is the first minimax rate, not a sharpening of existing bounds. Although the lower-bound scheme is classical, the test-function construction is novel: it distinguishes no active component from at least one active component. The rate is governed by a censoring mechanism through the positive part, a noise filter in a harmonic-mean representation of the exponent. We further propose a fully data-driven, rate-adaptive procedure selecting an optimal bandwidth vector over the full Nikol'skii scale. On Nikol'skii product density classes, the \(L^1\)-distance between cumulative distribution functions and the \(1\)-Wasserstein distance share the same minimax rate, though not equivalent in general, via coordinate-wise decoupling of the \(1\)-Wasserstein cost on product measures. These findings reveal a link between the two distances, whose full understanding remains an open question.
