FYI, I've temporarily renamed it "Rainforest" but WriteFreely doesn't really support changing URLs or titles very well so it's stuck until I finish it. The temporary name is "Rainforest" because it's roughly the opposite of Desert. It is not simply optimistic rather than pessimistic... it's a plan.

A congestion softener is a party whose network operator, on the basis of the most up-to-date data from Annex 14, paragraph 1, determines that the allocation of transport capacity to this party leads to an increase in the available transport capacity, as referred to in Article 9.5, paragraph 4, for other parties and does not lead to an increase in congestion in another network part of that network operator or in the network of another network operator.

#TIL about Benford's law where for some data sets of numbers, the first digit is usually 1 and rarely 9 (with descending probability in between). It's especially common in data sets following the power law (which is common in nature).
