OK, I'm late, but I've just watched this CNBC documentary on Norway's success with EVs (cars, but also ferries charging 3.5MW!). It's really worth watching, and also discusses the challenges, eg car vs bus, reducing incentives, charging issues.
Note how the European Union (Norway is not a member, but complies with the legislation) is mentioned several times as a key driver, e.g. easy payment systems for EV charging, battery recycling.
