We need to build infrastructure to ensure that cars *can't* come back. Otherwise, it's too tempting for drivers who see a pristine stretch of unclogged road to be like, "hey I could be breaking the speed limits or storing my car there for free!", lobby their local weak-spined politicians, and reclaim the road for SUVs.
