The Canadian Renewable Energy Association is forecasting Canada's cumulative solar capacity, which stands at 5.4 GW today, could surge to around 21 GW by 2035, driven by a healthy procurement pipeline across most provinces. Official deployment figures for behind the meter solar installations last year, which are driving Canada's solar market today, are yet to be finalized.

In and of itself these bills are a good thing, but it seems bad that that we're essentially letting landlords off the hook and expecting tenants to make this investment in solar power. It should be treated like other appliances, such as ovens and refrigerators, that we expect landlords to provide. Furthermore, it's not apparent that this legislation forces landlords (or HOAs for that matter) to allow for these systems to be installed.

Abstract: The prefill stage of long-context Retrieval-Augmented Generation (RAG) is severely bottlenecked by computational overhead. To mitigate this, recent methods assemble pre-calculated KV caches of retrieved RAG documents (by a user query) and reprocess selected tokens to recover cross-attention between these pre-calculated KV caches. However, we identify a fundamental "crowding-out effect" in current token selection criteria: globally salient but user-query-irrelevant tokens saturate the limited recomputation budget, displacing the tokens truly essential for answering the user query and degrading inference accuracy.
We propose ProphetKV, a user-query-driven KV Cache reuse method for RAG scenarios. ProphetKV dynamically prioritizes tokens based on their semantic relevance to the user query and employs a dual-stage recomputation pipeline to fuse layer-wise attention metrics into a high-utility set. By ensuring the recomputation budget is dedicated to bridging the informational gap between retrieved context and the user query, ProphetKV achieves high-fidelity attention recovery with minimal overhead. Our extensive evaluation results show that ProphetKV retains 96%-101% of full-prefill accuracy with only a 20% recomputation ratio, while achieving accuracy improvements of 8.8%-24.9% on RULER and 18.6%-50.9% on LongBench over the state-of-the-art approaches (e.g., CacheBlend, EPIC, and KVShare).

To enable systematic characterization of neutron polarimetry devices, we have constructed and extended a monochromatic neutron beamline at the Spallation Neutron Source, Oak Ridge National Laboratory. The beamline delivers monochromatic neutrons and provides a flexible platform for deploying and evaluating advanced neutron spin manipulation instruments. We describe the design and commissioning of the extended beamline and present a proof-of-concept neutron polarimetry study using three devices: a supermirror neutron polarizer, a Mezei spin flipper, and an in situ neutron 3He spin analyzer system. Performance metrics, optimization strategies, and systematic effects are discussed, demonstrating the beamline utility for neutron instrumentation testing. These results establish the extended monochromatic beamline as a useful resource for the development and validation of neutron polarimetry technologies.

Energy Demand Forecasting (EDF) of Electric Vehicle Supply Equipments (EVSEs) is one of the most critical operations for ensuring efficient energy management and sustainability, since it enables utility providers to anticipate energy/power demand, optimize resource allocation, and implement proactive measures to improve grid reliability. However, accurate EDF is a challenging problem due to external factors, such as the varying user routines, weather conditions, driving behaviors, unknown state of charge, etc. Furthermore, as concerns and restrictions about privacy and sustainability have grown, training data has become increasingly fragmented, resulting in distributed datasets scattered across different data silos and/or edge devices, calling for federated learning solutions. In this paper, we investigate different well-established time series forecasting methodologies to address the EDF problem, from statistical methods (the ARIMA family) to traditional machine learning models (such as XGBoost) and deep neural networks (GRU and LSTM). We provide an overview of these methods through a performance comparison over four real-world EVSE datasets, evaluated under both centralized and federated learning paradigms, focusing on the trade-offs between forecasting fidelity, privacy preservation, and energy overheads. Our experimental results demonstrate, on the one hand, the superiority of gradient boosted trees (XGBoost) over statistical and NN-based models in both prediction accuracy and energy efficiency and, on the other hand, an insight that Federated Learning-enabled models balance these factors, offering a promising direction for decentralized energy demand forecasting.
